Experience matters
Since 2013, Charmaine has served in elected leadership roles at every level of the labor movement, including four years as UNAC/UHCP President, six years as our Executive Vice President, and three years as State Secretary; as well as ten years as Vice President of NUHHCE.
Today, she holds nine leadership positions, including AFSCME International Vice President, Los Angeles County Federation of Labor Vice President, and Alliance Vice Chair.
Charmaine's experience gives her the broad perspective necessary to lead effectively across multiple employers, contracts, bargaining environments, and communities. It has also given her a deep understanding of the many moving parts that shape strong union leadership.
Charmaine's leadership has been tested under pressure and forged through real-world challenges, enabling her to navigate complexity, anticipate challenges, and make sound strategic decisions that strengthen our union and better serve our members.

Charmaine has spent 13 years building strong relationships with union leaders, elected officials, community organizations, healthcare advocates, and allies. She has earned their respect and trust.

Charmaine anticipated the possibility of a future strike and began unprecedented preparations in our union's history to ensure we were ready.

Meet Charmaine
A Lifetime of Service, Advocacy, and Leadership
While working as a med-surg oncology nurse at Kaiser South Bay and raising four children, Charmaine Morales became active in her union because she cared deeply about her patients, her colleagues, and the future of healthcare. She understood early in life why working people need to come together to support one another, advocate for change, and build a better future for the communities they serve.
Raised in San Pedro, CA with family roots in Hawaii, Charmaine learned the importance of community, service, and standing up for others. Whether working on her unit at Kaiser South Bay or serving in leadership roles within UNAC/UHCP, she understands that leadership is about empowering people and building strong teams.
Over the past decade, Charmaine has dedicated her career to strengthening UNAC/UHCP, advocating for healthcare professionals, and building a more powerful voice for working people. From State Secretary to Executive Vice President and now President, she has remained focused on one mission: putting members first and delivering results.
